Astana hosted the first national dialogue platform dedicated to residential building management. It brought together around two thousand chairs of OSI (homeowners' associations) and KSK (apartment owners' cooperatives), property managers, industry experts and active homeowners from across Kazakhstan.
The discussion focused on issues that touch every building: modernization of utility networks and major repairs, financing of costly works, liability for construction defects, and the digitalization of home management. A key point raised: basic digital tools — including online owner voting — should be free and available to every building.
Practitioners shared hands-on experience, from raising public funding for courtyard improvements to delineating operational responsibility for utility networks and protecting OSI chairs from liability for developers' hidden defects. There were also calls for a unified digital housing platform that would consolidate data on owners and properties and eliminate paperwork.
The meeting concluded with a proposal to make the dialogue permanent and set up an expert platform on housing management. For the UpravDom team this is an important signal: demand for transparent, digital home management in Kazakhstan keeps growing — and we are glad to be part of this change.
